Is sandbox testing free?

Yes. Sandbox and development checks never deduct credit, and test IDs let you exercise every outcome. You pay only in production.

What happens if a verification fails?

If it fails because of a system error on Toden's side, the credit is refunded automatically. If it fails for a user reason, such as a blurry photo or wrong document, the check still ran so it is not refunded.

Do you offer enterprise or committed pricing?

Yes. Pay as you go is the default, but at scale you can agree organization pricing with your own rates for individual steps or a discount across the rate card for an agreed period.
